that's correct, when we are discussing an idea in the quran, verses are acceptable, but when the discussion is about the validity of the quran, why the quran is true, then quranic verses aren't going to prove the authority of the quran or the existence of god, that's circular logic.
Example:
let's say I believe The Lord of the Rings is a literal story.
Now you come and ask me, "what's the difference between Sauron and Saruman?" I can give you an answer from the story like "Suron is a demon who lives in Mordor and Saruman is a wizard who lives in Isengard", and that's acceptable because the context of the question is the story itself.
But when you ask me, "How do you know Gandalf is real?", and I answered "Gandalf said: You Shall not pass!" that's not proof.
quoting the story itself doesn't prove that it happened, the same goes for the quran, if you say "the truth from the Lord of you (all). Then whosoever will, let him believe, and whosoever will, let him disbelieve" you haven't proven the existence of god, you need something from outside the quran to do that.
